I means maybe hbck did two steps to fix orphan regions. First create new region 
cover all orphan HFiles. Second,just fix meta data which not refers to any 
actual physical data if there still are holes in region chain. For example, the 
hole [cx\00,d) will be fixed by the next step operation fix meta.
