Not sure how to add a test here.  We can not make a test based Codec extend and 
make expectation to be called there.. Because then we have to set it in conf.  
When any Codec was set on conf, it was getting used. The issue was with out any 
changes in conf.  Any suggestions?

Ya I will move the code to IPCUtil.
