I updated the priority because I keep seeing precommit test results 
misinterpreted because of this -1. Lots of folks spending time chasing down 
wether or not their patch caused the findbugs warning, so it ends up becoming 
noise. A nightly health check that flagged extant findbugs problems would be 
more helpful.
