Part of 89-fb to 92 port. See r1181545 in 89-fb. For our internal
implementation, we made a Ruby Script to accomplish this that polls the region
assignment state in META. A more permanent solution would be to provide a
checkRegionAvailability() API in HBaseAdmin that would directly contact the
master for this information.
