When filter is present, in normal cases, there would be no essential column 
family, leading to checkEssentialFilter() returning true. Why do we need extra 
sort in this scenario ?

If user specifies allowPartials, that should be respected. Why is the condition 
guarded by hasEssentialFilter ?
I don't see new exception added which would alert the user that partial result 
wouldn't be delivered.
