well, generally it looks like HBASE-14190 is a duplicate of HBASE-13556. The
substantive differences I can see between this ticket and HBASE-14623 is that
this one expressly targets inclusion in branch-1 (which AFAICT HBASE-14623
doesn't) and this one merely requires prioritizing _playback_ without
necessitating an independent WAL(s).
Presuming HBASE-14623 goes in and properly handles recovery prioritization,
this issue will be obviated for 2.0+. If HBASE-14623 doesn't come back to
branch-1 due to scope of change, then we'll need a lighter weight version here
to address recovery stability in branch-1.
