If hbase.hstore.compaction.date.tiered.max.storefile.age.millis is used
properly with TTL settings, by current design of DTCP, any files between these
two settings will remain in the size of the highest tier, not being further
combined either. For archiving, we just need a process to scan the files by
time range from the oldest and move them away, or archive as part of major
compaction, like how we do TTL today.
