Patch v14 is rebased on patch v27 from HBASE-15411
bandwidth parameter in BackupContext is changed to uint64 so that it is
consistent with the one in BackupRequest.
Fixed bug in BackupManager#createBackupContext() so that TestFullBackup passes.
BackupController.java wasn't in patch v13 so I commented out its references.
