An initial try. No new tests yet but can pass TestBoundedRegionGroupingStrategy
though seems the layout is changed...
[~carp84] Please take a look since you guys have already used it in production
environment.
And I found a possible overflow bug in BoundedRegionGroupingStrategy. Let me
file a new jira to address it.
