the unit test failures aren't related. I added HBASE-15644 to stop checking 
scaladoc, since we haven't done any of the work related to that yet.

I'm +1 on v10. Will push later today unless someone else has feedback they want 
addressed.

[~tedyu] are you still +1 on v10? If so I'll add an additional signed-off-by 
from you when I push.
