The main target audience (IMHO) for our "client api" docs are folks building on
HBase. The javadocs for the three Cell methods related to tags should include a
warning that by default clients will never see any tags since we don't ship
them off the servers. Preferably, the javadocs would also link to a ref guide
section on enabling the retrieval of cell tags (see HBASE-15652)
