Add ttl check when archiving. And I do not modify shouldPerformMajorCompaction
because the logic is a little different. Archive is kind of minor compaction,
so it is not a good idea to use the same logic as major compaction that issue a
minor compaction every time when there are some expire data. Instead, I only
issue a minor compaction when we drop a whole file.
And also check if the archive candidates should be excluded from minor
compaction.
