[~stack], If TestNamespaceCommands fails in post-commit (which it should if
it's flakey), it'll show up in the results of new jenkins job we just added,
HBASE-Find-Flaky-Tests (working on resolving python deps). When we
include/exclude tests by pulling in artifacts from this job's latest successful
build into other jobs, we'll get a self sustaining system where flaky tests are
automatically detected and included/excluded in
precommits/postcommits/flaky-runner jobs.
