When set HConstants.HBASE_CLIENT_RETRIES_NUMBER to 0, AsyncProcess will have 
the same retry behavior with 1. But if HConnection's numRetries set to 0, it 
can't locate region.

bq. in HBaseTestingUtility we use new RetryCounter(numRetries+1, (int)pause, 
TimeUnit.MICROSECONDS); 
I am not sure if this make other ut fail.

Maybe we should open a new issue to fix HBASE_CLIENT_RETRIES_NUMBER?
