the HRegion.getScanner() does not call the preScannerOpen() coprocessor.
looks like that call is only done by RSRpcServices when we receive the scan
request.
so, by skipping the coprocessor it means we can pass a scan on a table where we
don't have access and be able to get the dump of the data
