My 2 cents.
The exact scope of the suggested (committable) patch would be:
1. Adjusted Segment hierarchy and service classes - to accommodate new
ImmutableSegment implementations.
2. CellArrayMap implementation.
3. Flattening-without-compaction path - new scenario.
This patch will already be sizable, that's why we're suggesting to focus on it
first, and isolate the treatment of CellChunkMap to a separate patch.
