Isn't the question here: Can anybody reasonably use BaseRegionObserver when
implementing a coprocessor but not use InternalScanner?
If the answer is no, then by inference InternalScanner must be tagged with
LimitedPrivate(HBaseInterfaceAudience.COPROC) right?
