Raising this JIRA as critical because an user when trying to use the
CellCreator interface for the Visibility labels was not sure how to ensure that
the user executing this cellCreator from the MR/Spark job is having permissions
to read the LABELS table. We need the user to be associated with a label called
SYSTEM label. This is not documented and also need to see in what case an user
can be assoicated with SYSTEM label and should this label be a reserved label.
