Inside of TestReplicationStateHBase a race condition occurs when the
MiniCluster initialization takes a long time. The MiniCluster might begin
enqueuing it's own Replication logs before we clean it up, which will mess up
some counts. Simple solution would just be to disable replication inside the
MiniCluster
