(was: Pardon the confusion. There seems to be two issues at this point; one to
do w/ TableInputFormat mangling scan returning non-existent region start rows
(non-reproducible in straight scan) and then a latent dataloss issue that shows
rarely. The former seems strongly related to HBASE-15650, an issue NOT in 1.2.
The rare dataloss item may be 1.2 but unproven as yet. [~busbey])
