Release Note:
Masters will no longer start any replication threads if they are hosting only
system tables.
In order to change this add something to the config for tables on master that
doesn't start with "hbase:" ( Replicating system tables is something that's
currently unsupported and can open up security holes, so do this at your own
peril)
