logically this goes under HBASE-7806, but there's enough files touched that I
want to break things up into subtasks for patches and I can't make
subtasks-of-a-subtask.
first patch should be enough to determine if this makes sense for master, a new
feature branch, or if I'll be updating the old HBASE-14439 branch.
