On a side note, there can be similar issue in L2 cache also. There for caching 
blocks, we first add them to a RAMQueue.  Then those are moved to buckets.  I 
had noticed this issue and thought of handling it but kept forgetting.. Now 
remember again..  We will need to handle L2 cache also. But am ok to do that as 
part of another jira.  In that case pls change the title of Jira to reflect 
that we handle L1 cache (LRU cache) only here.
