Summary: precommit personality should capture license check debug
information

Occasionally we get a precommit failure due to a dependency missing licensing
information.
Right now, the failure is just velocity template errors and there's no obvious
way to see what the bad dependency is.
our personality should define {{license.debug.print.included}} as true, and it
should archive the generated LICENSE/NOTICE files. that way we can at least
examine them post-hoc to see what's going on.
