Note that Apache Commons does independent release trains for every component,
so whomever implements this will have to see what the latest is for each of
them; there isn't a single version to move everything to. For example, our
Apache Commons CLI is currently 1.2 (from ~2013) and the latest is 1.3.1 (from
~2015)
