Quick solution is to detect the presence of bulk loaded hfiles between full 
backup and incremental backup. If bulk load is detected, convert incremental 
backup to full backup.

Better solution, related to HBASE-14141, is to list bulk loaded hfiles during 
incremental backup and put them in their own backup image.
