Description:
In some case, IncrementalTableBackupProcedure#incrementalCopy() wouldn't detect
the failed job, leading to potential data loss.
BackupDistCp#execute() should throw exception if the wrapped distcp job fails.
This would allow IncrementalTableBackupProcedure#incrementalCopy() to properly
respond to job failure.

User may run hadoop release which doesn't have fix for HADOOP-13489.
In that case, IncrementalTableBackupProcedure#incrementalCopy() wouldn't detect
