Need to add help documentation to discuss the basic way of interoperating with
Phabricator (what it is, submitting diffs, etc). Also should add installation
instructions for using the ARC CLI tool. ARC documentation is mostly completed
here for the Hive project:

The main difference is that you should run 'mvn initialize -Darc' instead of
'ant arc-setup'
