Nope. It seems Region normalizer sends request directly to RSRpcServices and
has no idea about HBASE-15128. [~tedyu], can you double check that? cc:

Another question on HBASE-15128:
Do HBase region balancer and catalog janitor have an idea about disabled
splits/merges? Not sure if they do splits/merges though.
Upd: seems OK. RS report Master on every region state transition and Master
allows or disallows this transition? Correct?
