If {{this.user}} is unused in procedure, then you don't need the member
variable, just
"this.setOwner(env.getRequestUser().getUGI().getShortUserName());" in the
constructor.
If {{this.user}} is used in procedure (eg. user.doAs() in the coprocessor
steps), then you need to add it to MasterProcedure.proto and serializeStateData
and deserializeStateData
