HBASE-16407 is doing the auto adjustment of chunk pool size if it is enabled. I 
have not changed it to be enabled by default.  So yes still the chunk pool is 
disable.  So this ticket is still valid.

hbase.hregion.memstore.chunkpool.initialsize = 1
hbase.hregion.memstore.chunkpool.maxsize = 1

The initial size might not be required to be 100% IMO.  May be go with 50%?  
(0.5).
