Summary: Skip full backup in selected backup tests

Since automatic mode is always used (HBASE-16037), some tests take longer time
to run:
1. restore full backup
2. restore incremental backup
Action 2 would execute action 1 again.
We can selectively skip full backup in backup / restore tests where incremental
backup is involved.
