As I said, we can not use RetryingTimeTracker because it will not return 
non-positive value(See RetryingTimeTracker's Line 42). And other logics require 
this guarantee.
Passing rpctimeout in init and operation timeout in call or operation timeout 
in init and rpc timeout in call are both OK for me.
