The test case failure now is an eg: of how bad it would be to leak these APIs
in Store.. The test was doing a Cell addition directly on the Store. The Store
is for another CF name though. But at that layer we dont have a check. Now as
test is changed to operate on the region, we need to create the Cell correctly
with correct CF name. My bad I missed checking that in old version of patch.
This should solve the 3 test fails related to this patch
