HBASE-10844 also has 1.3.0 listed as a fix version. Probably it was fixed after
branch-1.2 was first created but before 1.2.0 happened. Some folks included
"1.3.0" in the fix versions to note that they had remembered to push commits to
both branch-1 and branch-1.2 during that time. While I went through and changed
some of the tickets when cleaning up for 1.2.0, I must not have done it for all
of them. Presuming you trust that everything marked 1.2.0 was also included in
branch-1 you could bulk change them.
