As part of these enhancements, we are planning to remove the following classes
since no-one is using favored nodes.
1. FavoredNodeLoadBalancer. FavoredNodeLoadBalancer will be replaced by
FavoredStochasticLoadBalancer with additional pickers and a RSGroup based
equivalent.
2. RegionPlacementMaintainer (RPM) - This is currently large, will replace this
with smaller tools.
