For large Cells, should be onheap because allocation of one-offs offheap will 
be too expensive.

Move to own module so easier to work on, test, and perf eval? (St.Ack to look 
at this)

Turn on MSLAB always so one way of getting at Cells.

What to do about Increments and Appends? Increments and Appends good candidates 
for flattening.
