So, I'm backing down from the recommendation that hedged reads are on by
default. Rather, under this issue, I added section on 99th percentile to the
refguide and pointed at hedged reads which has [~ashu210890] and [~carp84]
experience noted. If others agree, say so and I'll resolve.
