For those following along at the top-level only: we're getting close to a 
"feature".

With the patch on HBASE-16998, clients can define space quotas, the 
RegionServers report region space use to the Master, and the Master can parse 
these reports to make decisions about violation of space quotas. Going to start 
trying to move the patches through some more formal review process to try to 
reduce the burden of review at the end.
