SimpleRegionNormalizer has been revised since it was implemented first. The
core behavior is also changed especially per HBASE-15065
(SimpleRegionNormalizer should return multiple normalization plans in one run).
Current javadoc still says normalizer does just one split or merge per a plan,
though. My small patch corrects this.
