Upload an initial patch. May not be a good idea to expose implementation
details through getScanner() interface. But I could find a way to better pass
the flag around. There are other places such as
https://github.com/apache/hbase/blob/master/hbase-server/src/main/java/org/apache/hadoop/hbase/regionserver/HRegion.java#L6894
which similar skipCheckFamily can be applied. If folks agrees that this is the
right approach to take, will upload a comprehensive patch, thanks.
