An initial version. Post here just want to show the API and the way to deal
with retry and error.
[~stack] [~carp84] FYI.
And as discussed in HBASE-16833 with [~yangzhe1991], we need to limit the
concurrent requests to meta region first before committing this patch.
Let me file a issue.
