Explicitly for compacting memstore they had wanted it to be BASIC if it has to
be used globally. I think that was the reason in all other test cases they had
explicitly changed the type to NONE. (Going through the other test cases). So
it is better we allow them to have another config which enables Compacting MS
globally and if they need some type they had to configure either BASIC/EAGER.
