Summary: TestAsyncTableScan sometimes hangs

It may hang in the setUp method. Never seen this in jenkins build but it
happens several times locally. I think the problem is
inAsyncNonMetaRegionLocator where we have a logic to limit the concurrecy of
request to meta table.
Open a issue here, will dig more later.
