See release note for how to use this new locking 'service' that is for internal
consumers such as MOB and HBCK only; hence it being done as independent
LockService as opposed to extending AdminService (It is not an Endpoint because
it a required service, not an appendage).
Any chance of review [~syuanjiang] and [~appy] ? Next up is trying to move off
zk and on to this new locking service ([~jingcheng.du] is helping out w/ MOB
piece).
