Besides addressing comments from [~ashish singhi] and [~enis], I have also
taken care of following scenario:
Today, when replication is enabled already on a table, the
enable_table_replication command succeeds again. Ideally it should throw an
error saying replication has already been enabled on the table.
The REPLICATION_SCOPE for a CF could be set to any peer (with id > 1) and
running enable_table_replication on that table should fail.
