It is no more or less pretty than the other options. 

I applied the branch-1.3 to head of that branch, created a table with 
LoadTestTool, and while under load split and merged a few regions using the 
encoded region names. Watch the RS log while doing so. No errors. Refreshed the 
table page after action completed, and new region boundaries are as expected. 

Planning to commit shortly.
