Unassign region asynchronously when hitting FNFE. Can pass
TestCorruptedRegionStoreFile. And also fix a problem in
TestCorruptedRegionStoreFile that the already opened DFSInputStream may still
work after we deleted the storefile because the block replica deletion is
asynchronous. We should wait until all the replicas have been removed from DNs.
