Giving 0.5 as the encoded block size ratio by default may not work out then?  
Can we just reduce the #configs here?  Say by default we want this feature to 
be off then give this ratio as 1 only? Just asking.  Given the fact that the 
ratio very much depend on DBE type and data pattern, making this ON by default 
is having a challenge to find a best ratio default value.
