Summary: Fix bugs that is still inconsistent after synchronizing
zk and htable data at master startup

When starting master, read rsgroup info from the source of truth, the
hbase:rsgroup table, and update zookeeper cache.
However, if there is a group exists in zookeeper and not exists in rsgroup
table, the group in zookeeper will not be deleted after update.
